In reality chuckage is the system taking into account the price movement your trade will have and charging you the higher price.
That's not the clearest, but anyone can try it on one of the penny stocks and see that the system takes into account how your trade will move the price, and then it charges you the higher price. The only way to get out of this is the trade about 35,000 shares at a time because that's less than is required to move the price by one cent. I don't know how long you have to wait between trades though. More than 10 minutes for sure.
