The way HSX deals with starbonds who die has changed several times over the years (so you get a free history lesson as part of the answer to your question).
I believe at one time deceased starbonds were delisted at $0. This was discontinued because it casued an immediate investing frenzy.
Then I think it changed to immediate cash out at current price. This caused troubles because of older players/casual players not knowing the up to date rules drove the price down. If you owned the starbond and took no action then you would lose money and the starbond would be delisted at the current lowered price.
Then I think HSX tried waiting until after the next adjust and then delist it. Several players thought it was bad taste to allow players to invest in dead starbonds.
The current system is that HSX halts the starbond's trading and price as soon as they become aware of the situation and then delist the deceased starbond at their current TAG value. The starbond is then removed from all future projects (example Robin Williams was removed from Boulevard and Absolutely Anything which are listed at HSX but have not been released)
