When do derivatives (call/put/ow etc.) become "active"

For moviestocks you can see how many IPO shares are still out there, and when those IPO shares are all gone that's when the stock will become active (by which I mean the price will start actively fluctuating). For derivatives I don't see any set number of IPO shares, so I've never known when to expect the prices to start fluctuating.
