The theaters have to tell the distributors or producers/production company.
They, they decide if they want to release that info to the public. They don't have to. It can be a pain in the ass and if the movie was releases purely for contractural reasons (like they had to), why put in the effort? If the movie bombs, why tell everyone how bad it did? Some small production companies just don't have thre reasources to support the release.
