The important part is if RS tracking is significantly above MTC, the movie will under-perform on opening weekend.
The other part is if RS and MTC are similar then that's what the OW will be.
The rule is one of the more accurate OW predictors out there, but it has still gotten it wrong a few times - KFKID is one where RS was way higher than MTC (42 v 34) and the RS prediction proved to be better.
SATC2 and NARN3 are examples of there both sets of tracking missed the mark completely. It's a useful tool, but you have to think for yourself.
