The way he speaks of Tintin2, he doesn't hedge or talk about it like a decision hasn't been made. It's just flat out "when Peter's done shooting The Hobbit, he’ll begin his performance capture work with the actors later in 2012,"  Not necessarily confirmation that it's a definite "go", but he sounds confident about it.
