Truer quantitative analysis would be what % of all adopted kids were serial killers and what % of all non-adopted kids were serial killers.

The rate of adoption in the US is 3%, so for 16% of serial killers to be adopted means adopted serial killers are over represented.

Because it's more or less the same as calling someone adopted. You don't say "gay" to mean "bad", just like you should say "adopted".
