whereas The Hunger Games, points directly at a totalitarian government, police state, which has total control over lesser states.  It's exactly what instigated the American Civil War.  The South felt that its way of life was being quashed by the North, which had all the technical advancements, while the South was essentially an agrarian economy, subject to the whims of the elites in the North.
