He went rogue in the first movie, because he was set up to look like the bad guy. So he went and hired a bunch of former IMF agents, stole classified info from the CIA, etc.
He was up against a rogue agent in 2 (so, normal mission)
I think he also went rogue in 3 - after the drone attack where PSHOF is freed from IMF custody, IIRC he is put in interrogation, which he then escapes and books it to China.
He was sort of rogue (twice) in 4 - there was the "unsanctioned hit" before the movie began, which is the reason he's in a Russian prison. And then after the Kremlin explosion, the entire IMF is disavowed but his team continues with the mission. But in both cases he was following orders from the IMF Director, which is why I said "sort of"
