There are a couple of faults to something like this

1.  Critics are traditionally very hard on certain categories regardless of how good the movie actually is.  For instance, comedies rarely get above 60%, and when they do, it's usually because they're so outrageous in one way or another that they don't connect with a large portion of their audience.

2.  Audiences are almost always easier on movies than the critics, so the only way you're going to get a large differential is if the movie is poorly reviewed by critics.

3.  Because of #2, I would say that a large differential is not as meaningful as a large variance.  Let's just say a VERY bad movie gets a 15% critic score, and a VERY bad movie gets a 40% user score (on average).  If you had a 10% and a 50%, that might seem like a big differential, but neither one is actually that far off from your typical "VERY bad" movie in that scenario. 

It's way beyond something I would want to tackle, but I would be interested to see if there are movies that are multiple standard deviations from each other on the critic/user scale.

Anyway, fun topic

My submission is "God's Not Dead" 15%/77%.  Religious movies are going to be a sure thing to be low on the critic scale and high on the user scale.  Critics tend to be average people (possibly skewing more toward secular than religious), and the audience is going to be guaranteed to have a desire to promote the movie whether or not it's actually any good.  It's a guaranteed recipe for review disparity.
