The first Walt Disney Animation film to be based on an original concept was either The Lion King or Lilo and Stitch

Although one could argue the former was loosely based off of Hamlet. Yeh their live action movies were sometimes original concepts but those were never the bread and butter. Also they shot and produced Magic Camp and have just not released it yet (and probably never will theatrically).
