I think there is increasing awareness and disapproval of racism which is leading to greater resistance to racism. This is leading to some of those who were already racist becoming openly upset which leads to more awareness and so on. This is NOT the same as increasing racism itself.
And do I seriously need to point out that its not only Caucasians who can be racist? Because that is what your statement implies.
