Is Universal hedging its bets by not putting "Part 1" on Wicked? And hoping no one will find out until the end of the movie?

Split film Part 2 fatigue was used as the reason MOCKINGJAY: PT 2 underdelivered and since then studios have been scared to use it.

And most people were shocked/annoyed when that ended on a cliffhanger, even though Sony marketed it as Part 1 with the first trailer/teaser

They hyped the buildup to the battle and then said "WAIT!" Mission Impossible, I knew was a part 1, but it still had a climax

They should just avoid making 2 parters and avoid the whole problem altogether. The cost savings not worth it if people won't go to part 1

Also, the idea was always to make two movies at the same time, thereby saving money from downtime...
