You appear to be correct: NFROS replaced Izzaard, according to this extrapolation from Variety's announcement of Frost's casting.

Seeing as how there are 7 dwarves, and Izzard is no longer listed as one of the dwarves in Frost's casting article, but the other 6 are, the assumption appears to be correct.
