The issue often isn't whether an actor appears in a movie, but whether he/she has a substantial enough role to justify a starbond credit.
RSERB is definitely in HPOT7, but he only gets a Starbond credit if he's in the publicity materials etc.
One thing I should clarify about my initial post is that attachments from credible sources (and EW is a credible source) are generally made well in advance of the movie - like when it's reported that an actor is in negotiations to star in a movie. For example, TCRUI is filming MISS4 with JRENN, PPATT and so on and it would be silly not to attach their starbonds to the movie just because the trailers and posters won't be out for another year.
But closer to release date, it's publicity materials that count (and I think D.Mac does a quality check to ensure the starbond attachments are correct).
