Any Greater puts it in a % Disadvantage compared to those that do Start with 2.0 MILL.
Any Less & the Port will not Show up on the YTD LeaderBoard - which is precisely what happened to the Port that would have been Top 3 otherwise on the YTD LeaderBoard in 2014.
