Where are the forum rules posted?

I am tired of having posts deleted seemingly arbitrarily. I have looked through the TOS and anywhere else I can think of, and I cannot find them. If someone could reply with a link, I would appreciate it. It's beyond annoying to have things deleted based upon what appears to be the moderator's opinion, so I would like to read the rules to understand what is being policed.
