How are the SIV and LMV calculated?

Reading the patent of how HSX works, and SIV (Sweep Increment Variable) and LMV (Lot Movement Variable) brings questions. How are they calculated? Or are they variables that are set by the Administrator? Are they global values? Or do they differ depending on the movie?
