Is there a policy for Comment Deletion?

I ask coz a comment regarding the big falls today by me has been deleted but comments on the same yesterday between 220pm & 940pm (by users cmbastos & goodvibes) not only weren't deleted but an Admin even took part in the exchange (though Admin comment wasn't on this subject but it means it was seen/deemed ok). Seeing that, any user would have thought its ok to do so.

Couple of years back iirc Admins used to point out reason for deletion, even recently they point out something's on the wrong board (mentioning the correct one eg Life Board instead of Movies) but not even deleting said comment. Why not just mention reason for deletion as per Policy every time, so the poster knows & everyone can also see if Policy's applied consistently or not?
