Thereby slow down the amount of movement in the first hour of reset (that's where ALL the trades seem to be taking place--something I verified by being up in the hour after reset) and make reset trading less desirable/profitable. Smooth out the market and make it more about trading during normal exchange business hours rather than just at rest.
