And downloading movies legally is legal.

Not all countries have the same copyright laws. I'm not sure I've seen any court cases saying that downloading itself is illegal. all that I've seen have also hinged upon the sharing aspect of services such as bittorrent, where the downloader is also making their parts of the file avialable to others.
