The project needs a greenlight, then the development begins, then beta testing (which would be wrap for movies) then release. Once the game has been released for a month, then it's judged (whether it did well at launch or not - usually a month). So it would still be like HSX, but instead of the exchange being film related, it would be game related.
There are opportunities to forecast sales for video games, much in the same way the HSX forecasts the success or failure of certain movies.
