I'm just curious, why is there a limit of 20,000 shares on star bonds? and why is there a 250 max delist on movies for star bonds?

If movies make more, and that actor is credited shouldn't s/he get full credit for what that movie earned?
I also just don't see the benefit from having the 20,000 share limit in place?
I'm sure these questions have been asked before, i'm just really curious.
