Pretty sure it's to keep things from getting too out of hand, like the Avatar example.
Personally, I'd like to see an increase in both to match the increase to 100k for movie stocks. 40k seems like it would be a good shares limit and a 300 max seems like it fits the movie culture of today a little better. 250, and even 300, is much more common now than it was when the site started.
