That part was meant for contrast, although I could have put it better, if I used more time.
In Europe, the legal age ranges from 13-16, depending on country, and 18 in Russia. I don't have the full overview, though. Where the legal age is below 16, it's some places stipulated that they can have consentual sex with youth their own age, without it being criminal.
Either way, to much of the world, 16 is rather unproblematic, although tasteless (to most).
14 and below is problematic, throughout most of the civilised world. The age area from 15 to 18 varies from country to country, etc.
One can of course be met with social and moral condemnation, regardless of legality. Not my problem - I prefer mature partners. But the law is my field, so I tend to have a focus on nuances, legitimacy and terminology
