A guess means you're just guessing, you haven't done any kind of math.
Estimate indicates you've done your math, and arrived at an actual estimate.
Also take note of WW saying above that there's nothing wrong with it. He's been around here about as long as you have, so I'd say that that at least indicated that it's not a very clear breach of CoC, that anyone should know about. I see numbers being thrown around here, almost daily, without maths to back it up. On this one, it will only be interesting to hear what the actual admin says about it, at this point. To me, it seemed that accountant by no means indicated that the estimate was to be taken as certain.
I'd say some clarification would be helpful, but perhaps it belongs better on the Feedback & Support Board? The CoC could also be posted more prominently, perhaps - right now, I don't know where to find it. (In the old version, it was on top of the boards, so it was impossible to miss, iirc.)
