Positivity rate is going up as people are testing who have COVID-19 and not the flu. Those who are exposed are now testing.

Back in March, family members of those who tested positive were assumed to have the virus and told to self-isolate. Tests weren't wasted on them. Now they are being tested. Many are positive.

Tests were limited those those with symptoms, and those people may have had the flu or a cold. Now, odds are if you have symptoms, you're sick. 

Entire nursing homes, prisons and workplaces are testing with dozens or even thousands of people. Many of these places have massive spread. Only those with symptoms were tested in March and April. Now hundreds of cases are being found for massive spread.

It's impossible to compare the test results now to back in March and April since who was being tested is so drastically different. 

Even the hospitalization rates are difficult to compare from now to March due to how bad testing was in California back in March. People with symptoms couldn't be tested and some with the flu were considered possible COVID-19 patients. The official CDC numbers and those listed on websites for Ventura varied considerably in March due to several patients who were hospitalized and couldn't be accurately tested. One of the cases was a small child who tested positive for the flu but may have also had COVID-19. He's counted as one of the hospitalizations in Ventura.
