Depends. For the rule to apply, difference between RS and MTC should be significant. Is it significant here? Ca 35 vs 40.

There are experts on here, who may provide some analysis. But either way, there is no hard and strong rule. There is a trend, but not without exceptions. Like one player used to always point out: Your mileage may vary.
